Rodolfo Carvalho ddc2ac84aa Optimize update workflow steps and execution order 
Run tests before updating metadata, and combine Git configuration, commit, and push into a single step.

Validating the downloaded dictionary file immediately after change detection ensures tests fail-fast before metadata is modified or staged. Combining Git setup, commit, and push reduces workflow step clutter and avoids unnecessary Git configuration on runs with no changes.

Rodolfo Carvalho d352136e3d Replace deprecated set-output with GITHUB_OUTPUT 
Replace the deprecated `::set-output` workflow command with appending output
key-value pairs to $GITHUB_OUTPUT.

Rodolfo Carvalho bb82ba47c7 Remove Go Modules ecosystem from Dependabot config 
We intentionally never had any external dependencies in this repository,
so all Dependabot jobs for gomod are a waste of resources.

Rodolfo Carvalho 6f27882907 Bump Go version and drop action/setup-go (#9) 
Modern Go toolchains (available at the base image) can automatically
install the required version of Go based on the `go.mod` file, so we can
remove the `actions/setup-go` step from the workflow.

We keep the minimum required Go version in the `go.mod` file for broad
compatibility (1.19), but we use a more recent version when interacting
with the code (e.g. `go test` in the existing update.yml workflow).

    go get toolchain@latest
